And whoever wishes , whether citizen or foreigner carries together ( the coffins ) ; even the women are present , the relatives lamenting at the burial . Then ( the dead ) are placed in a public grave , which is in the most beautiful suburb of the city . They also always bury those of the ( same ) war in the same ( grave ) , except , namely , those ( killed ) at Marathon : because , having distinguished the illustrious excellence of those ( men ) , they made the burial on the spot ( where they fought ) . And after they buried ( the dead ) in the earth , a man , chosen by the city , who is pre-eminent in ( public ) esteem , and is not witless with respect to his intelligence or reputation , recounts suitable praise before them , after which they then depart . Indeed they buried ( their men ) in this way : and throughout the entirety of the war , whenever it should come to pass for them , they furnished it with ( this ) custom . So then for these first ( men ) , Perikles , son of Xanthippus , was chosen to speak . And when the right moment seized ( him ) , advancing from the grave onto a platform , made high so that he could be heard over the greatest possible extent of the crowd , he spoke such things :

Indeed , many of those who have already spoken here have praised the one who delivered forth this speech to law , because it is noble that this be spoken at the burial of those having been in war . I would have thought it to be sufficient , with the good men having fallen to a deed , and to also by a deed show honors , the kind which even now you see around this tomb , having been prepared at the public cost , and that the virtues of many not be endangered by one man , speaking well or poorly , as to being believed . Of course to speak moderately is difficult in a time when even only just the appearance of truth is guaranteed . One who is privy and a well-disposed hearer perhaps was accustomed to show something for himself , too sparingly , compared to what he wishes and knows . Another , boundless , is ( accustomed that ) things are exaggerated , on account of envy , if he should hear anything exceeding his own nature . For his praises , spoken about others , are bearable , so long as even each man himself should be thought to be competent to do something of which he has heard : those wishing ill-will on one exceeding in them even actually are not to be trusted . But since it was approved by those long ago to nobly have these ( speeches ) in this way , it is necessary that I , following the law , try to attain the wishes and expectations of each of you as far as possible .

Men ! First , the gods , after disturbing the affairs of our city with much tossing , have once more righted it . Second , I have ordered you through my messengers to come here apart from all the rest , because I knew , first of all , how thoroughly you worshiped the power of the throne of Laius ; and , again , when Oedipus was guiding our city ; and when he was dead , you still maintained steadfast thoughts towards their children . Since , then , these latter have fallen in one day by a twofold doom , each striking , each struck , with the stain of a brother ' s murder , I now possess all the power and the throne according to my inheritance of kinship with the dead . Now , it is impossible to know fully any man ' s character , will , or judgment , until he has been proved by the test of rule and laws . For , in my own view , anyone who steers the entire city , not clinging to the best plans , but , because of some fear , restraining himself , locking his lips , then he seems now and long been the most evil man . And if any man thinks a friend more important than his fatherland , I count that man nowhere . Zeus , who sees all things always , be my witness , I would not be silent if I saw ruin , instead of safety , marching upon the citizens . Nor would I ever make a man who is hostile to my country a friend to myself , because I know this , that our country is the ship that bears us safe , and that only when we sail her on a straight course can we make true friends . Such are the rules by which I strengthen this city . And akin to these is that which I have now published to the citizenry concerning the sons of Oedipus : Eteocles , who fell fighting on behalf of our city and who excelled all in battle , they shall entomb and heap up every sacred offering that descends to the noblest of the dead below . But as for his brother , Polyneices , I mean , who on his return from exile wanted to burn to the ground the land of his fathers and his race ' s gods , and wanted to feed on kindred blood and lead the remnant into slavery , it has been proclaimed to the city that no one shall honor him with burial or lament , but all must leave him unburied and a shame to see , with his body there for birds and dogs to eat . This is my will , and never by my hand , at any rate , will the traitor stand in honor before the just . But whoever has good will to this city , he shall be honored by me in death just as in life .

Wonders are many , and none is more wonderful than man . This power spans the sea , even when it surges white before the gales of the south-wind , and makes a path under swells that threaten to engulf him . He has resource for everything . Lacking resource in nothing he strides towards what must come . From Death alone he shall procure no escape , but from baffling diseases he has devised flights . Possessing resourceful skill , a subtlety beyond expectation he moves now to evil , now to good . When he honors the laws of the land and the justice of the gods to which he is bound by oath , his city prospers . But banned from his city is he who , thanks to his rashness , couples with disgrace . Never may he share my home , never think my thoughts , who does these things !
Many the wonders but nothing is stranger than man . This thing crosses the sea in the winter’s storm , making his path through the roaring waves . When he honors the laws of the land and the gods’ sworn right high indeed is his city ; but cityless the man who dares to dwell with dishonor .
